Incident Reporting Systems for Nuclear Installations

The IAEA administers three separate incident reporting systems to collect, analyse, maintain and disseminate reports from participating countries on safety-related events at nuclear power plants, research reactors and fuel cycle facilities.

These systems allow contributors to share operating experience and lessons learned with the international nuclear community to help prevent occurrence or recurrence of events at nuclear facilities. Participating countries submit event reports that reflect their nuclear installation operating experience to the incident reporting systems. Reports describe the event, analyse its cause, and highlight corrective actions and lessons learned to enable other users to use the information to improve safety at their nuclear installations. The incident reporting systems target organizations involved in all aspects of the nuclear industry, including regulators, utilities, nuclear installations, technical support, vendor companies, research establishments and technical universities.

Each participating country designates authorized users responsible for submitting event reports and for disseminating information from the incident reporting systems. The IAEA organizes regular meetings of authorized users of each incident reporting system to discuss the reported events and share operating experience.

Nuclear Power Plants - International Reporting System for Operating Experience (IRS)

The (IRS) is an international system jointly managed by the IAEA and the Nuclear Energy Agency of the Organization for Economic Cooperation and Development. The IRS enables participating countries to exchange operational experience to improve the safety of nuclear power plants.

The system was established in 1980 and had 37 participating countries in 2022. 

Fuel Cycle Facilities - Fuel Incident Notification and Analysis System (FINAS)

The FINAS is an international system through which participating countries exchange operating experience and lessons learned to improve the safety of nuclear fuel cycle facilities. The system is jointly managed by the IAEA and the Nuclear Energy Agency of the Organization for Economic Cooperation and Development.

The system was established in 1992 and had 36 participating countries in 2022. 

Research Reactors - Incident Reporting System for Research Reactors (IRSRR)

The IRSRR is a web-based system managed by IAEA through which participating countries exchange operating experience to improve the safety of research reactors.

The system was established in 1997 had 62 participating countries in 2022.
