Integrated Review of Infrastructure for Safety (IRIS)

The IAEA Integrated Review of Infrastructure for Safety (IRIS) methodology and software tool supports the development of safety infrastructure for nuclear power programmes through self-assessment.

The IRIS methodology and tool is part of IAEA work to support Member States in the development of a sound and effective regulatory framework, along with the IAEA safety standards and related review services.

IRIS enables self-assessment of safety infrastructure for nuclear power safety based on the IAEA Safety Guide Establishing the Safety Infrastructure for a Nuclear Power Programme (SSG-16), which provides guidance on the systematic and progressive implementation of the applicable IAEA Safety Standards.

How IRIS Supports the Establishment of the National Safety Infrastructure for a Nuclear Power Programme

IRIS supports Member States in establishing effective and efficient safety infrastructure essential to a nuclear power programme by helping users to:

  • Track and assess progress of the implementation of safety-related actions identified in SSG-16;
  • Identify areas that need improvement to be in line with IAEA safety standards; and
  • Document the assessment so that it can be used to prepare for IAEA safety review services.

The actions in SSG-16 are organized around 20 essential safety elements extracted from IAEA Safety Requirements. Actions related to these elements should be taken before a plant is ready for commissioning.

IRIS makes clear the role, expectations and obligations of the government, the regulatory body and the operator and enables them to track activities and engage with each other.

IRIS assists national authorities in the systematic implementation of the requirements of IAEA Safety Standards along the initial phases of development of the safety infrastructure of a nuclear power programme.

IRIS features 20 modules that use sets of questions to address the SSG-16’s essential safety elements. Using the provided answers, evidence and justification, IRIS generates a report that facilitates infrastructure development in line with the IAEA safety standards and the State’s nuclear power development. The IRIS report can be edited and can be used to create part of the preparation materials needed ahead of an Integrated Regulatory Review Service mission and other IAEA peer-review services.
