Knowledge Management Assist Visit to the State Atomic Energy Corporation "ROSATOM"

The Russian Federation State Atomic Energy Corporation "ROSATOM" invited the IAEA to conduct a knowledge management assist visit (KMAV) to share ideas and approaches for continuous improvement of applied KM approaches. This report summarizes the assit visit and has been reviewed by ROSATOM and released with their agreement.

The meeting was held in Moscow, Russian Federation, from 30 June to 4 July 2014, and focused on exchanging experiences and information on the implementation of knowledge management programmes in nuclear organizations, including international benchmarking against other nuclear organizations. Mr Pershukov, ROSATOM's Deputy Director General for Innovation Management, opened the meetings. Following his presentation, the IAEA's international team, headed by the Nuclear Knowledge Management Section, presented lessons learned and good practices in KM. Progress and experiences on the development and implementation of ROSATOM's knowledge management initiatives to support the corporate strategy and goals were discussed.

ROSATOM's knowledge management programme objectives aim firstly to create an environment to support the full life cycle of corporate knowledge from idea generation to the full realization of specific applications of nuclear technologies and secondly to help ensure its nuclear organizations are equipped with the needed and sustainably high levels of specific knowledge to support safety and security, and to increase the economic benefits from the utilization of nuclear technologies.

Starting in 2011 with a small team of five knowledge management (KM) experts in their central "Science and Innovations Division" that is responsible for managing R&D programmes. ROSATOM has managed to integrate KM practices in the workflow of more than 2500 specialists across the organization. For example, within the corporate KM programme ROSTAOM has successfully created and implemented specialized tools and products such as a KM portal, a corporate classifier of scientific and technical information, expert networks, a critical knowledge preservation methodology, and an intellectual property (IP) rights information system.

During the KMAV participants from ROSATOM's R&D, Engineering, Power, and Machine-building divisions discussed the challenges and practical approaches in KM implementation, reviewed the current status of the KM system, including the corporate KM training programme that is to be implemented as a part of ROSATOM's approach to establish a stronger corporate KM culture. The IAEA experts acknowledged the strong commitment and progress of ROSATOM's KM team to deliver an effective KM programme, and commended ROSATOM for its openness and willingness to share best practices.
