This session combines the expertise of UNESCAP, IAEA, UNCTAD, and UNEP-FI as well as IRENA to share insights from best practices related to transition finance, blended finance, and de-risking strategies that aim to sustainably and justly reduce and reallocate risk and reward across a broad range of actors beyond business-as-usual in Asia and the Pacific. The discussion will address root issues such as the complementary role of industrial and procurement policies to help EMDEs gear up for and implement green and low carbon transformations. Capacity building will be a key topic of discussion, namely ensuring effective use of public finances to catalyze private investment alongside the development of policy frameworks and regulatory environments to attract clean energy investments. Specific challenges such as the financial risk profile of capital intensive low carbon technologies, including opportunities for new partnerships and new sources of financing, as well as novel financing approaches associated with new technologies such as Small Modular Reactors will also be discussed.
