Description

The IAEA Safeguards and SSAC Advisory Service (ISSAS) was established in 2004 and is a fundamental part of the IAEA’s efforts to assist States, upon request, in establishing and maintaining a State system of accounting for and control of nuclear material (SSAC). ISSAS provides a peer review of a State’s safeguards infrastructure and the performance of the SSAC. The service enables representatives of the State to have in-depth discussions with a team of
IAEA staff and external experts regarding the technical capabilities and effectiveness of the SSAC and the nature and scope of cooperation between the State and the IAEA in the implementation of safeguards, all of which can impact IAEA verification efforts for a State. This publication supersedes the 2005 edition of the ISSAS guidelines (IAEA Services Series No. 13). The updated ISSAS guidelines are adaptable to individual national contexts and responsive to the needs of States. The updated guidelines are intended to ensure the adequacy and consistency of ISSAS missions and provide suitable information to States considering or preparing to receive such missions.
