While the ultimate responsibility for nuclear security within a State rests entirely with that State, the need for international cooperation has become increasingly evident with the growing recognition that the ability to prevent, detect and respond to nuclear security incidents and threats within one State may be affected by the adequacy and effectiveness of nuclear security measures taken by other States. Over several decades, the treaties and other instruments, including non-binding instruments, that form the international framework for nuclear security have been developed, inter alia, to help strengthen physical protection of nuclear and other radioactive materials, as well as related facilities, in individual States and to harmonize requirements and procedures, including criminalization of related offences, among States.

This webinar is designed to introduce participants to the key international legal instruments that comprise the legal framework for nuclear security, both legally binding and non-binding, and to provide an overview of the role played by international organizations, namely the IAEA, and other initiatives in the area of nuclear security. This webinar will further discuss the treaty-based mechanisms for international cooperation, including the convening of the upcoming conference to review the implementation and adequacy of the main treaty in the area of nuclear security: the 2021 Conference of the Parties to the Amendment to the Convention on the Physical Protection of Nuclear Material (CPPNM).

By the end of this webinar, participants should be able to:

  • Define the scope and objectives of nuclear security;
  • Understand the main obligations of Parties under the relevant treaties in the area of nuclear security, namely the CPPNM and its Amendment and the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT);
  • Understand the role of non-binding instruments, such as the IAEA Nuclear Security Series guidance and the Code of Conduct on the Safety and Security of Radioactive Sources, in the broader legal framework and the relationship to the relevant treaties;
  • Recognize the benefits of becoming party to the relevant nuclear security-related treaties, and the importance of full implementation thereof.
