Nuclear Energy Advisory and Peer Review Services Committee (APReSC)

Background

The APReSC is a standing committee of the Department of Nuclear Energy which meets whenever necessary and at least once every quarter. Material for review by the APReSC is made available to its members two weeks in advance of the meetings by APReSC secretariat. Minutes of all meetings are prepared by APReSC secretariat and made available after APReSC members’ approval.
While implementing its functions, the APReSC should ensure that:

(a) feedback from Advisory and Peer Review Services conducted are appropriately taken into account in the development of any proposed new service and supporting documentation; and

(b) all relevant Departmental stakeholders are involved and appropriately consulted for the development of new Advisory or Peer Review Service.

Objective

The objectives of the Advisory and Peer Review Service Committee (APReSC) are to harmonize and improve as well as monitor the efficiency and effectiveness of the Advisory and Peer Review Services provided by the Department of Nuclear Energy.

Scope

All Advisory and Peer Review Services provided or coordinated or jointly delivered by the Department of Nuclear Energy.

Functions

  • To review existing Advisory and Peer Review Services to: (a) identify similarities & differences in the methodologies and processes, including good practices in place; (b) provide recommendations for improvement, also based on the lessons learned; and (c) provide recommendations on coordination/integration for the optimization of the services, whenever applicable.
  • To develop guidelines defining the key elements of Advisory and Peer Review Services (e.g., ownership and accountability, objectives, service structure, team composition, definitions, reference documents and criteria, reporting contents, training for staff and experts, selection of experts, quality and management system, etc.) also to ensure, to the extent possible, a consistent approach in planning and conducting the services.
  • To identify a harmonized set of performance indicators to assess the impact of the Advisory and Peer Review Services in the frame of result-based management approach.
  • To advise on and review new Advisory and Peer Review Services or consolidation/continuation of existing ones.
  • To suggest outreach strategies to promote Advisory and Peer Review Services.

Membership and working procedure

The APReSC is an internal standing committee of the Department of Nuclear Energy which meets whenever deemed necessary by the Chairperson and at least once every quarter.
