Software tools

The Protocol Reporter version 3 (PR3) is a computer software programme developed and provided by the IAEA, that facilitates the preparation by Member States of declarations pursuant to Article 2 and 3 of the Protocol Additional to Safeguards Agreements (Additional Protocol or AP). The system assists in the creation of declarations to the IAEA in electronic form.

The Additional Protocol Declaration Helper is a software tool developed by an IAEA Member State to help identify activities that are likely to be declarable under an AP. This tool is available for free. The United States Department of Energy/National Nuclear Security Administration's Additional Protocol Declaration Helper Software tool utilizes a simple, web-based or desktop interface to assist safeguards regulators in evaluating information and activities that could potentially be reportable under the AP. Ultimately, each State is responsible to prepare complete and correct AP declarations, and any questions regarding AP declarations should be directed to the IAEA country officer, or official.mail@iaea.org

The IAEA's Regulatory Authority Information System is available to assist in tracking items subject to regulatory control, such as radioactive sources, depleted uranium used as shielding, or small quantities of nuclear material in LOFs.
