Background

While progress is being made globally to secure nuclear and other radioactive material; countries continue to report incidents of theft, losses, illicit trafficking and other unauthorized activities involving the material. The international community must remain ever vigilant in this endeavor.

The entry into force of the Amendment to the Convention on the Physical Protection of Nuclear Material (A/CPPNM) five years ago, on 8 May 2016, marked a major milestone in the development of the legal framework for nuclear security. The Amendment significantly strengthens the CPPNM in a number of important ways. It extends Parties’ undertakings to cover the physical protection of nuclear material in domestic use, storage and transport, and of nuclear facilities used for peaceful purposes. It also provides for expanded cooperation between and among States with regard to implementing rapid measures to locate and recover stolen or smuggled nuclear material, mitigating any radiological consequences of sabotage of nuclear material or nuclear facilities and preventing and combating related offences. The Amendment further harmonizes approaches to combatting criminal acts involving nuclear material and nuclear facilities, to ensure those involved in such acts are brought to justice and denied safe haven.

The CPPNM and its Amendment remain the only internationally legally binding undertakings in the area of physical protection of nuclear material and of nuclear facilities used for peaceful purposes. Universal adherence to and effective implementation of the CPPNM and its Amendment will enhance protection of nuclear material and nuclear facilities around the world and strengthen nuclear security nationally, regionally, and globally.

The IAEA actively promotes and helps facilitate adherence to and effective implementation of the CPPNM and its Amendment. Upon a State’s request, the IAEA stands ready to provide legislative and technical assistance.

Join us in a series of webinars on the CPPNM and its Amendment to get to know more about the IAEA’s available assistance to States in their endeavors to adhere to and effectively implement the CPPNM and its Amendment; the benefits of joining the CPPNM and its Amendment, the synergies between these important instruments with ICSANT, and establishing a legal and regulatory framework for the CPPNM and its Amendment.

Objectives

The purpose of this webinar series is to promote adherence to and effective implementation of the CPPNM and its Amendment through the provision of information on the scope and obligations of, as well as the benefits of joining the CPPNM and its Amendment, and through the exchange of views and experiences of States. Information will also be provided on relevant IAEA legislative assistance and technical activities that help facilitate a State’s adherence to the CPPNM and its Amendment.

Target Audience

This series of webinars is open to interested participants, in particular those who represent their country’s CPPNM Point of Contact, or senior officials of national authorities with responsibilities related to the adherence to or the implementation of the CPPNM and its Amendment.
