Enhancing the Quality of RCA Project Designs for the IAEA 2016-2017 Technical Cooperation Programme

RCA Project Design

Over 40 participants including Lead Country Coordinators and experts from Asia and the Pacific region, as well as the RCA Programme Advisory Committee and IAEA staff gathered in Vienna for a project design meeting. The objective of the meeting is to:

  • Review, analyse and assess the draft project documents (including Logical Framework Matrix and work plan) under the RCA programme, which will be submitted for the IAEA 2016-2017 technical cooperation (TC) programme;
  • Discuss and provide comments/recommendations to improve the quality of the draft project documents; and
  • Discuss and agree on the follow-up actions/measures to ensure the RCA project documents are well prepared, meeting TC requirements and being timely submitted to the IAEA.

In her opening remarks, Ms Najat Mokhtar, Director, Division for Asia and the Pacific emphasized the critical importance of project formulation. The quality of project designs can be considered as one of the deciding factors to the successful implementation of any project/programme. She highly appreciated the RCA's strong commitment to continuously enhancing the quality of project designs over the past years.

During the meeting, participants studied and discussed the quality criteria for the TC programme/projects, reviewed, analysed and assessed the draft individual project documents, and revised and improved the draft project documents. The follow-up actions/measures to further enhance the quality of project documents were also discussed and agreed upon to ensure the high quality RCA project documents will be submitted to the IAEA through the online platform, PCMF, by the given deadline.

Background

The Regional Cooperative Agreement for Research, Development and Training Related to Nuclear Science and Technology for Asia and the Pacific (RCA) is an intergovernmental agreement among the IAEA Member States that are located in South Asia, South East Asia and the Pacific, and the Far East.

It was first established in 1972 under the auspices of the IAEA, to promote, coordinate and implement cooperative research, development and training projects in the peaceful application of nuclear science and technology amongst the parties to the RCA.

Currently, there are 21 parties to the RCA, namely: Australia, Bangladesh, Cambodia, China, Fiji, India, Indonesia, Japan, Republic of Korea, Malaysia, Mongolia, Myanmar, Nepal, New Zealand, Pakistan, Palau, Philippines, Singapore, Sri Lanka, Thailand and Viet Nam.
