Coordination Meeting for National Liaison Officers from Latin America and the Caribbean and National ARCAL Coordinators

A Coordination Meeting for National Liaison Officers (NLOs) from Latin America and the Caribbean and National ARCAL Coordinators (NCAs) has taken place on 29 May and 2 June 2017. The meeting was organized in the margins of the first International Conference on the IAEA Technical Cooperation Programme: Sixty Years and Beyond – Contributing to Development, from 30 May until 1 June 2017.

Over forty participants from the region attended the meeting and took part in plenary discussions and working group sessions. The event was opened by Mr Luis Carlos Longoria Gandara, Director of the Technical Cooperation Division for Latin America and the Caribbean (TCLAC). High-level speakers at the opening session included Ms Mary Alice Hayward, Deputy Director General of the Department of Management, Mr Juan Carlos Lentijo, Deputy Director General of the Department of Nuclear Safety and Security, Mr Aldo Malavasi, Deputy Director General of the Department of Nuclear Sciences and Applications, Ms Nelly Enwerem-Bromson, Director of the Technical Cooperation (TC) Department’s Division of Programme of Action for Cancer; and Ms Anna Raffo-Caiado, Director of the TC Department’s Division of Programme Support and Coordination. The high-level speakers highlighted their appreciation for the contribution of the NLOs and NCAs within the Technical Cooperation programme for Latin America and the Caribbean and underlined the important support that TCLAC provides to the development of the region through nuclear applications and technology.

During the two day meeting, the NLOs and NCAs received guidance on how to best ensure and maintain the quality and effectiveness of their national programmes. Participants were introduced to the TC Human Resources tools, to the IAEA/TC financial procedures, as well as to existing partnerships between TCLAC and other international organisations and partners.

Representatives from the Caribbean Public Health Agency (CARPHA), the Pan American Health Organization (PAHO) and the United States National Regulatory Commission (US-NRC) reiterated the importance of collaborating and working with the IAEA and specifically, with the TC programme, to provide effective development support to the region. The meeting provided NLOs and NCAs with a platform to provide feedback on their experience in working within the TC programme. These experiences and lessons learned are specifically important for new members of the TCLAC community within the Caribbean region. The recommendations received are currently being reviewed by the IAEA.

The meeting highlighted the fundamental role that NLOs and NCAs continue to play role within the TC programme. As key partners of the IAEA, their role includes identifying, designing, implementing and monitoring TC projects, and building strong networks for regional cooperation.
