Advanced Training Course on the Application of RAIS 3.3 Web for Management of Regulatory Programme

The training course took place in Ulaanbaatar, Mongolia, from 18-22 August 2014. Altogether, 22 participants from 11 Member States in the Asia and the Pacific region attended the training course. The participants were from the following Member States: Indonesia, Iraq, Lao People's Democratic Republic, Malaysia, Mongolia, Myanmar, Pakistan, Philippines, Syrian Arab Republic, Thailand, and Yemen.

The training course, supported by funds provided by the European Union (EU), was held within the framework of the IAEA's regional technical cooperation (TC) project RAS/9/062, 'Promoting and Maintaining Regulatory Infrastructures for the Control of Radiation Sources'.

The main purpose of this training course was to introduce the new managerial features of the most recent version of the Regulatory Authority Information System (RAIS), in particular RAIS 3.3 Web, and the tools it offers to maximize the benefit of its use as a secure, web-based system.

Through presentations, practical exercises and discussion sessions, the participants increased their knowledge of the management of roles and tasks assignment to regulatory body's staff members, the management of data submitted online by the users of ionizing radiation, and maintaining safety related records required by the IAEA safety standards. Extraction of quantitative indicators to assess the performance of the regulatory system, data reporting and data exporting through web services to externals systems were also covered by the course.

The RAIS system has been designed to assist IAEA Member States in the management of its regulatory programme. The new features of RAIS 3.3 and their application to support regulatory body management and to enhance the effectiveness of information and process management in the regulatory body are taking into consideration technological developments, feedback received from more than 70 user countries, and new developments in the IAEA safety standards.

One participant commented on the course: "This event was a very important one for my daily job. My knowledge and information about RAIS 3.3 system was improved. I will use RAIS 3.3 web in our regulatory body in the near future".

RAS/9/062 is one of the five safety-related TC projects among other IAEA technical cooperation activities supported by the EU through the Nuclear Safety Cooperation Instrument (NSCI) as part of a larger EU initiative to enhance nuclear safety around the world.
