The IAEA’s new Transportable Electron Beam (e-beam) Accelerator System is a versatile facility that allows the treatment of liquids, solids and gases. It will be a cornerstone of the Agency’s assistance to Member States in building capacity and in bridging gaps to address the need for cost-effective and accessible e-beam technology (“ebeams4Development”). The system will enable experts to conduct activities that support NUTECPlastics (polymer modification), Atoms4Food (phyto- and sanitary application), ZODIAC (inactivating microorganisms for vaccine production), Atoms4Climate (environmental applications such as wastewater, sludge, odour and greenhouse gases treatments), Atoms4Heritage (preserving heritage artefacts) and more.

The 40-feet ISO container in Agency blue, housing the main element of the system, will be on display at A-3 level. Experts will brief delegates about its capabilities, operation, safety aspects and the possibilities for loaning the system to Member States for dedicated experiments and demonstration. The system will not be operational while on display at the VIC (i.e. no radiation protection measures are needed).

At this event, the International Commission on Radiological Protection (ICRP) will provide information of the 2021 announcement on the review and revision of the System of Radiological Protection, to look into the update of  the 2007 General Recommendations in ICRP Publication 103.The General Recommendations of ICRP, along with its many other publications, serve as the foundation for the international and national legal, regulatory, and operational documents on radiological protection. The review and revision will take several years and involve open and transparent engagement with organisations and individuals worldwide. This event is organized by Canada.

Technical Cooperation Meetings

This event will enable discussions by the Board of Representatives of the Co-operative Agreement for Arab States in Asia for Research, Development and Training related to Nuclear Science and Technology (ARASIA). National Representatives will discuss strategic and programmatic issues related to the cooperative agreement, review the achievements of the agreement in 2025 and approve activities for 2026 as well as the new TCP for ARASIA.

The event showcases Canada's capabilities in nuclear energy, with expertise spanning across the entire Canadian supply chain and nuclear fuel cycle, including uranium mining, reactor technology, isotope production, and radioactive waste management. This event will focus on the special attributes of CANDU reactors, specifically their reliability and safety, their ability to utilize natural uranium, to refuel online, and their online production of a variety of medical isotopes. The event will interest IAEA Member States and GC visitors wishing to learn about Canada's expertise in nuclear energy and the potential for international collaboration to address global energy needs and climate goals. This event will present the current progress and specific initiatives related to the decommissioning of TEPCO's Fukushima Daiichi Nuclear Power Station and the reconstruction of Fukushima. Through presentations on the status of decommissioning and reconstruction, activities related to fuel debris retrieval, progress in environmental remediation, and IAEA activities, we will convey how Fukushima is steadily advancing with local and international cooperation. The Plenary Meeting of the Regulatory Cooperation Forum (RCF) will focus providing information on updated activities undertaken by RCF to further support enhancing regulatory infrastructure development and assisting embarking countries who are considering various technological options, such as small modular reactors.

At this event, various experiences of regulatory infrastructure development in embarking countries, which have been collated into a series of topical publications under the IAEA ‘Generic Roadmap to Develop Infrastructure for Nuclear Safety of the First Nuclear Reactor’ project will be presented.

The preservation and valorization of Cultural Heritage are essential for protecting the historical and artistic legacy of every country and for fostering a more conscious and informed society, and more over in Italy. Achieving these goals requires deep interdisciplinary collaboration and advanced diagnostic methods to study the materials and structures of artworks and historical sites.

In recent decades, Italy has made significant progress in this field by applying nuclear physics techniques and non-destructive testing (NDT) methods to Cultural Heritage science. These techniques—such as X-ray radiography, neutron imaging, activation analysis, diffraction, and irradiation procedures—enable the non-invasive characterization, dating, and conservation of cultural artifacts and monuments.

This session will highlight the contributions of the INFN Cultural Heritage Network (CHNet), the Italian Agency for New Technologies, Energy and Sustainable Economic Development (ENEA), LENA Laboratory of Pavia University, and the Italian Society for Non-Destructive Testing Monitoring Diagnostics (AIPnD). It will present major national and international collaborations—including partnerships with the ARC-Nucléart laboratory (France) and participation in IAEA initiatives—and explore how Italian institutions are integrating scientific innovation with cultural preservation. Special attention will be given to the role of neutron-based NDT research conducted at the University of Pavia, showcasing how nuclear techniques can uncover hidden details and support sustainable heritage conservation strategies. The event aims to showcase the complexities of embarking and will provide historical context, and discuss Türkiye’s nuclear roadmap, coordination efforts by the government, the Turkish Regulatory Authority (NDK) and Turkish operator TÜNAŞ’s ongoing work. At this event, the French Nuclear safety and radiation protection authority (ASNR), ITER Organization, Germany and the European Commission will share their experience of the regulatory framework of the installation. The presentation will provide a perspective on the challenges of fusion in terms of nuclear safety and radiation protection as well as present the safety demonstration strategy adopted by ITER. The choices of licensing roadmap implemented, using the flexibility and graded approach possible within the applicable French, German and European regulations, will also be covered. The presentation and discussions will aim to illustrate the real case of a large fusion facility, and highlight the initiatives undertaken by IAEA with a view to establishing technical and regulatory standards that could apply to future fusion facilities. At this event, the nuclear safety and radiation protection authorities from France (ASNR) and Germany (BMUKN), the ITER Organization, and the European Commission will share their experience of the regulatory framework regarding fusion. The presentations by France, Germany, the ITER Organization, IAEA and European Commission will provide different but complementary perspectives on the challenges of regulating fusion installations in terms of nuclear safety and radiation protection in France and Germany, based on concrete experience and outcomes of the safety demonstration strategy followed for ITER, and the ongoing work of a regulation-related research projects in Germany (“ReFus”). The choices of licensing roadmap implemented, using the flexibility and graded approach possible within the applicable French, German and European regulations, will also be covered. The presentations and discussions will aim to illustrate the real case of a large fusion facility as well as research facilities, and highlight the initiatives undertaken by IAEA with a view to establishing technical and regulatory standards that could apply to future fusion facilities.

2 years into its establishment, the IAEA Anchor Centre (AC) network now unites 12 leading regional institutions advancing cancer care through education and training. This event showcases Virtual Reality (VR) innovations in radiation medicine education and patient care, featuring inter alia a presentation on the IAEA’s VR-based training tools.

An Anchor Centre Signing Ceremony at the end of the event highlights the continuing growth of the global AC network.

HERCA is a voluntary association of 56 Heads of Radiation Protection Authorities from 32 European countries. The aim of this side event is to share with other Radiation Protection Authorities groups the possible gaps and ambiguities in the International Radiation Protection Standards that need to be addressed, in the framework of the preparation of new general ICRP recommendations. At this event, HERCA will share the outcomes of a 2024 workshop held in Madrid, Spain, in May 2024, where European countries discussed of the difficulties of the practical implementation of the EU 2013 Basic Safety Standards (BSS) SS Directive based on the IAEA’s International BSS. This event is organized by France.

The IAEA Archives are a pillar of the IAEA’s institutional memory, spanning over 70 years and comprising over 10 000 shelf metres of hard-copy records and 10 terabytes of data. These walking tours are an opportunity to look behind the scenes to:

  • Experience the size and composition of the IAEA Archives;
  • Interact with some of the treasures in our holdings and be inspired by the Agency’s history;
  • View the Reading Room and an archival repository, and learn about challenges in preservation and access management; and
  • Hear how the Department of Management oversees the IAEA Archives.

Tours run from 1.00 to 2.00 p.m. daily. For those wishing to attend the tour, registration can be completed online here or in person at the exhibition on the IAEA online archives catalogue, located on the ground floor of the M building.

The Incident and Emergency Centre (IEC) is the global focal point for international preparedness for and response to nuclear or radiological emergencies. The tour will provide participants with an overview of the IEC’s response roles and emergency preparedness and response tools.

Tours will be offered on Tuesday 16, Wednesday 17 and Thursday 18 September from 1.00 p.m. to 2.00 p.m. The planned duration of each tour is one hour.

Advance registration is encouraged by sending an email, stating first and family name, affiliation, delegation, email and telephone number. The assembly point is the Information Desk at the entrance to the M building from where participants will be picked up on the respective day at 12.50 p.m.

This side event, led by the Department of Nuclear Sciences and Applications, highlights the IAEA’s education, hands-on training and technical services efforts through its Nuclear Applications Laboratories. These laboratories provide hands-on training in areas such as health, food and agriculture, and environmental monitoring. The session will also present the newly developed Training Catalogue - a comprehensive resource consolidating 61 specialized courses offered at the Austria-based laboratories. Designed to improve access, coordination, and visibility, the catalogue supports Member States in leveraging nuclear science for sustainable development and addresses the growing demand for practical expertise in peaceful nuclear technologies.

The event aims to not only showcase Türkiye's growing nuclear expertise but also inspire discussions on transformative role of nuclear technology in medicine, agriculture, industrial applications, desalination, and high-tech research. By exploring its diverse applications in healthcare, agriculture, industry, and water desalination, the event will underline the importance of continued nuclear innovation and research for addressing global sustainability challenges. Organized Visits

Visitors to the IAEA’s Isotope Hydrology Laboratory in the VIC will be shown laboratory facilities that support Member States in the application of nuclear and nuclear-related techniques for the isotopic analysis of water samples.

This tour will include the tritium and noble gas facilities for age dating groundwaters and the laser lab where stable oxygen and hydrogen isotopes are analysed to provide information about the hydrological cycle.

Tours will be offered on Tuesday 16, Thursday 18, and Friday 19 of the General Conference during the lunch break (13:15 to 14:00). Space is limited to 12 people per tour and therefore registration is required. To sign up for a tour please email and provide your name, affiliation, and the day you wish to visit the lab. Confirmed participants should meet at the Information Desk at the entrance to the M-building 10 minutes before the start of the tour.
