IAEA Director General seeks endorsement from IAEA Board of Governors for programme to protect against nuclear terrorism
In response to the worldwide threat of nuclear terrorism, IAEA Director General Mohamed ElBaradei will table a plan outlining a wide range of measures to upgrade the IAEA's nuclear security programmes. Mr. ElBaradei will seek approval for the plan on the first day of the 18-22 March meeting of the IAEA's Board of Governors. The report puts a price tag on its proposed programme upgrades at $12 million per year. An additional fund will also be proposed for the urgent upgrading and procurement of security equipment for nuclear facilities, at a cost of $20 million per year.

1980s: Origins of Nuclear Safeguards. On 12 December 1985 the Democratic People's Republic of Korea (DPRK) became a party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). On 10 April 1992 the NPT Safeguards Agreement entered into force (INFCIRC/403). Before that, in 1977, the country had concluded an INFCIRC/66 type Safeguards Agreement (INFCIRC/252) for two nuclear research facilities (the IRT research reactor and a critical assembly).

U.S. Secretary of Energy to Address Board and Press
Press Conference with U.S. Secretary of Energy:
IAEA Director General Mohamed ElBaradei will present a report to the Friday, 30 November meeting of the Board of Governors on "Protection Against Nuclear Terrorism". The report outlines a range of measures to upgrade the IAEA's nuclear security programmes (a press release on the report will be issued on 29 November).
The U.S. Secretary of Energy will also address the meeting on Friday morning.

The meeting of the IAEA Board of Governors will reconvene on Wednesday, 26 November 2003 at 11:00. The Board is expected to resume discussion on its reaction to the report by the IAEA Director General, Dr. Mohamed ElBaradei, on the implementation of the NPT safeguards agreement between the Agency and the Islamic Republic of Iran.

The U.S. Government is donating a bust of former U.S. President Dwight Eisenhower in commemoration of the 50th anniversary of his "Atoms for Peace" speech. At the ceremony, on Thursday, 4 December, U.S. Ambassador Kenneth Brill will present the bust to IAEA Director General Mohamed ElBaradei.
Photo-op: The ceremony will take place in the Rotunda at 17:00. Photographers and camera crews should arrive at IAEA headquarters by 16:30 to take their positions.

An UNMOVIC team carried out an inspection at the Falluja II site of the Al-Tariq Company. This site is located in the Falluja district about 100 km west of Baghdad and is nearby to the Falluja III site, which was visited yesterday by the same inspection team.
The Fallujah II site comprises the headquarters of the Al-Tariq Company and a factory area. Only the factory area was inspected. Two separate chemical plants are in the factory area and their major activity is the production of phenol and chlorine. The chlorine plant is currently inoperative.

An UNMOVIC multidisciplinary team took off on three Bell-212 helicopters from the Al Rasheed Air Base in Baghdad this morning to inspect a site. Due to weather conditions in the inspection site area, the team returned without landing.
