IAEA Designates two new Capacity Building Centres in China and Russia for Emergency Preparedness and Response

The IAEA’s activities for education and training in emergency preparedness and response (EPR) were further strengthened this week with the designations of two new IAEA Capacity Building Centres (CBCs) for EPR in China and the Russian Federation.

The designations were formalized with signatures in events held on the side lines of the 62nd IAEA General Conference. The two new Centres are the first ones to be designated in China and Russia, with other centres located in Austria, Japan and the Republic of Korea.

On Monday, China’s Institute of Radiation Protection and its General Hospital of Nuclear Industry were jointly designated as an IAEA Capacity Building Centre (CBC) in EPR during a ceremony held in the IAEA headquarters. IAEA Deputy Director General Juan Carlos Lentijo, Head of the Department of Nuclear Safety and Security, and Liu Yongde, Secretary General of China Atomic Energy Authority, representing   the institute and the hospital, signed the practical arrangements.

On Wednesday, DDG Lentijo and Yuriy Selezney, Rector of Rosatom Technical Academy and Andrey Sorokin, Director General of Rosatom Emergency Response Centre of Saint Petersburg, signed an agreement designating the Rosatom Technical Academy and the Emergency Technical Centre of Rosatom jointly as a CBC in EPR. This agreement also included provisions on education, training and capacity building in other areas of nuclear safety, including radiation protection. Some of those activities will be conducted through the IAEA Global Nuclear Safety and Security Network.

National authorities and the IAEA have begun planning activities to be conducted in the new CBCs. IAEA training materials, including for the School of Radiation Emergencies Management, will be translated to Russian and Chinese and the organization of training events at a regional level is planned to start in 2019.

“The interest in hosting IAEA Capacity Building Centres for Emergency Preparedness and Response demonstrates the commitment Member States are making to strengthen national and regional EPR capabilities”, said DDG Lentijo. “Each CBC will provide state-of-the-art facilities and proven expertise and function as resources to be used during IAEA training workshops offered to all Member States”.
