New Appointments at the IAEA

The Director General of the International Atomic Energy Agency (IAEA), Dr. Hans Blix, has announced the following appointments:

Mr. Zygmund Domaratzki, from Canada, as Deputy Director General, Department of Nuclear Safety.

Born in 1938, Mr. Domaratzki studied Mechanical Engineering at the University of Manitoba, Canada. From 1959 to 1969 he worked as fuel development engineer with Atomic Energy of Canada Ltd., and then became reactor project engineer of the Atomic Energy Control Board of Canada, in charge of safety matters at the Canadian Pickering nuclear plants. From 1975 to now Mr. Domaratzki was manager, then director and later director general of the Atomic Energy Control Board of Canada. From 1992 to 1994 Mr. Domaratzki served as chairman of the Expert Group convened by the IAEA which prepared the Convention on Nuclear Safety.

Ms. Annick Carnino, from France, as Director of the Division of Nuclear Installation Safety, Department of Nuclear Safety.

Ms. Carnino studied electrical engineering at the Ecole Superieure d'Electricité in Paris and nuclear engineering at INSTN in Saclay. She began her professional career in 1963 as a nuclear engineer at the nuclear research center of Cadarache of the Commissariat de l'Energie Atomique of France (CEA). She held various positions in the field of nuclear safety, and provided technical support to the French Nuclear Safety Authority. From 1982 to 1990 she was special advisor on safety to the management of Electricit‚ de France. In 1990 she joined the Nuclear Safety Division of the IAEA, where she became Section Head of the Safety Standards and Co-ordination Section in 1993.

Mr. Abel Julio González, from Argentina, as Director of the Division of Radiation and Waste Safety, Department of Nuclear Safety.

Born in 1941, Mr. González was awarded a full diploma in engineering by the University of Buenos Aires in 1964. Specializing in radiation protection and nuclear safety, he began his professional career as a lecturer at the Faculty of Engineering of the University of Buenos Aires. In 1963 he joined the CNEA, the National Commission of Atomic Energy in Argentina, first as Head of the Radiation Protection Engineering Department and in 1977 as Head of the radiation protection and nuclear safety regulatory body. After service with the IAEA as Section Head of the former Radiation Protection Section from 1982 to 1985, he returned to CNEA where he was Director from 1985 to 1987. Mr. González was also President of ENACE, the Argentine Atomic Power Corporation. He has participated in UNSCEAR, the United Nations Scientific Committee on the Effects of Atomic Radiation, since 1968, and in ICRP, the International Commission on Radiological Protection, since 1978. From 1987 onwards he resumed work at the Agency acting as Deputy Director of the former Division of Nuclear Safety until the end of 1995.

Mr. Swapan Kumar Datta, from India, as Director of the Division of Languages, Department of Administration.

Born in 1938, Mr. Datta graduated in economics and political science from St. Xavier's College in Calcutta and the University of Calcutta, India. In 1958 he started employment as an interpreter and translator with the Indian Statistical Institute in Calcutta. From 1959 to 1964 he served as interpreter in the Indian Oil & Natural Gas Commission. After employment as translator at the Indian National Scientific Document Centre in New Delhi from 1964 to 1969, he joined the IAEA in 1970 as a translator. In 1992 he became Head of the IAEA English Translation Section.
