During a special session held on 31 July 2013 at the IAEA's Headquarters in Vienna, the IAEA Board of Governors agreed to recommend to the September 2013 General Conference the Agency's programme for 2014-15, and the budget for 2014.

The Board recommended a total regular budget for 2014 in the amount of €349.8 million, representing an increase of 1.7 % over the 2013 budget, and comprising €341.6 million for the operational regular budget and €8.2 million for the capital regular budget.

The Board also recommended a target for voluntary contributions to the Technical Cooperation Fund (TCF) for 2014 of US$ 90 250 000 (equivalent to €69 221 750 at the current rate of exchange) and for 2015, US$ 91 000 000 (equivalent to €69 797 000).

In another decision, the Board decided to establish a "Working Group on Financing the Agency's Activities" after the September 2013 General Conference, whose work includes examining the ways and means to render resources for the Technical Cooperation Fund sufficient, assured and predictable.
