Description

In response to the growing emphasis on international cooperation to cope with non-proliferation and security concerns, the Director General of the IAEA appointed an international group of experts (participating in their personal capacities) to consider possible multilateral approaches to the civilian nuclear fuel cycle. The mandate of the Expert Group was to: analyse the issues and options relevant to multilateral approaches to the nuclear fuel cycle; review the policy, legal, security, economic, institutional and technological incentives and disincentives for cooperation in such multilateral arrangements; and evaluate the historical and current experience with multilateral fuel cycle arrangements. This publication presents the report of the Expert Group, which was officially released in February 2005 and circulated for discussion among the IAEA’s Member States.
