Fuel and Material Testing:
On January 28–29, 2008, representatives of research reactors in Vienna, Austria; Rez, Czech Republic; Pitesti, Romania; and Swierk, Poland; as well as a representative of the IAEA met in Budapest, Hungary, at the KFKI Atomic Energy Research Institute to discuss co-operation between East European research reactors in line with IAEA efforts, in particular, TC Project RER/4/029.
It was noted that since European organizations have decided to construct very powerful new research reactor facilities (ESS, JHR and the proposed new reactor in Petten) by 2015–2020, in the coming 10 year period the existing East European research reactors will either decrease their services and will be shut down smoothly, or they will offer improved services to user communities in order to complement those of leading European facilities. Considering the latter strategy, the East European research reactors should unite their efforts to maintain and improve their services, and use the synergies of the existing facilities.
The participants focused discussion on possible future enhanced cooperation to improve reactor utilization, potentially in the areas of education and training, neutron beam experiments, irradiation of materials and fuel (including PIE), and radioisotope production.
- The participants agreed that co-operation between the participating reactors (and inviting additional research reactors at the Budapest University of Technology and Economics, Czech Technical University, and the Jozef Stefan Institute in Slovenia) will be started under the name of East European Research Reactor Initiative (EERRI). The participants have signed a Memorandum of Understanding detailing their joint programme. The EERRI will make efforts to achieve visibility for its activities and will seek the support of the IAEA as part of its activities on research reactor coalitions and TC Project RER/4/029.

Subsequently, a Memorandum of Understanding was signed by the institutions which participated in the meeting, and as well by the three institutions that did not participate in the January 2008 meeting but were invited after the meeting.
Thus, the membership of the EERRI consists of:
The Atominstitut of the Vienna University of Technology, Vienna, Austria served as the host and venue for the second meeting of the EERRI which was held September 4–5, 2008, which took place with financial support of IAEA TC Project RER/4/029.
The objective of the second meeting of the EERI was to review fulfilment of the action items agreed during the first meeting in January 2008 in Budapest, to hold further discussions on specific areas of cooperation, and to develop a work program with specific projects for the EERI over the next 1–2 years.
The meeting also agreed on a final report with a number of action items, including designated points of contact for the different areas of activity. In addition, the reactors agreed to share and post their reactor operating schedules and available irradiation positions so that prospective customers "including for isotope production" will have more readily accessible knowledge in regard to the schedules of the reactors in this coalition.
The 3rd meeting of EERRI took place 26–27 March 2009 at IAEA Headquarters in Vienna. The Vinca Institute of Nuclear Sciences, Belgrade, Serbia was accepted as a formal member of EERRI. Discussion took place concerning preparation of a three-year plan including market analysis and business planning to guide EERRI activities in order to achieve enhanced self-reliance and sustainability, and through gradual minimization of the IAEA role.
Actions agreed in the meeting report included efforts to attract EU infrastructure support under FP7 particularly in the areas of neutron scattering, and fuel and material testing and to make additional efforts for outreach to potential users in a variety of disciplines for the use of such techniques.
Substantial discussion took place on activities related to isotope production, particularly Mo-99, given the recent and ongoing market disruptions and the likelihood that one or more of the research reactors currently irradiating targets for Mo-99 will face an extended outage. It was agreed the EERRI would also focus on activities in this area, including near-term discussions with the 99Mo industry and a possible joint proposal for 99Mo irradiation and processing services. It was also agreed that increased coordination should take place in regard to other producing other isotopes for which there are commercial requests.
