The Additional Protocol Declaration Helper is a software tool developed by an IAEA Member State to help identify activities that are likely to be declarable under an AP. This tool is available for free.
The Protocol Reporter version 2 (PR2) is a computer software programme developed and provided by the IAEA, that facilitates the preparation by Member States of declarations pursuant to Article 2 & 3 of the Protocol Additional to Safeguards Agreements (Additional Protocol or AP). The system assists in the creation of declarations to the IAEA in electronic form. In preparing AP declarations, refer to IAEA Services Series 11, "Guidelines and Format for Preparation and Submission of Declarations Pursuant to Articles 2 & 3 of the Model Protocol Additional to the Safeguards Agreements"
PR2 requires the Microsoft .NET Framework 2.0 and Microsoft SQL Server Express 2005 SP2. If you do not have the .NET Framework 2.0 and SQL Server Express 2005 SP2 installed, you must install them before installing PR2 software. Follow the instructions below to install PR2.
Please download the User's Manual and follow it when using the software. If you encounter difficulties during installation or use, please send an e-mail to the IAEA with Protocol Reporter in the subject line, to firstname.lastname@example.org.
- PC with Pentium-class processor (the software will not run on a Mac operating system)
- Microsoft Windows2000 SP4, Windows XP SP2, Windows Vista, Windows 7
- 1 GB of RAM
- Monitor supporting 800x600 or greater resolution with at least 256 colors
Instructions for Installing PR2
Ensure you have administration rights on your computer, so that you are allowed to download and install software. If you do not have the authority to download and install software to your computer, you will need to request authority from your computer system administrator.
Download and unzip the PR2.zip file into a folder on your PC (Protocol Reporter folder) by pressing here:
Check your Windows Operating system to determine if it is a 32-bit or 64-bit system.
a. For Windows XP, click Start, then Control Panel, then System
b. For Windows Vista or Windows 7, click Start, then Control Panel, System and Security, System
For 32-bit Windows platforms install
a. .NET Framework 2.0 (run dotnetfx.exe from the Protocol Reporter folder)
b. SQL Server Express 2005 SP2 (run sqlexpr32.exe from the Protocol Reporter folder)
For 64-bit Windows platforms download and install
a. the 64-bit version of Microsoft.NET Framework 2.0
b. The 64-bit version of SQL Server Express 2005 SP2
Install PR2 (run setup.exe) from the Protocol Reporter folder and follow the on-screen instructions.
- When steps one through six are done, perform the following actions before running PR2:
- Click on Windows Start button
- In the Search textbox type "Services"
- In the Programs start "Services" (not services.exe)
- Select "SQL Server Express" service
- Click right mouse button and open Properties window
- Click on Log On tab
- Ensure that "Log on as Local System account" is selected
You are now ready to begin using your PR2 software and User's Manual.
The United States Department of Energy/National Nuclear Security Administration's Additional Protocol Declaration Helper Software tool utilizes a simple, web-based or desktop interface to assist safeguards regulators in evaluating information and activities that could potentially be reportable under the AP. Ultimately, each State is responsible to prepare complete and correct AP declarations, and any questions regarding AP declarations should be directed to the IAEA country officer, or email@example.com.
