United Nations Secretary-General Kofi Annan has called for the verification authority of the IAEA to be strengthened to help combat the spread of nuclear weapons, in a new report on development, security and human rights.

The recommendations in his report, In larger freedom: Towards development, security and human rights for all, lay the groundwork for decisions at the upcoming summit of world leaders at the UN in September 2005.

The report calls for the verification authority of the IAEA to be strengthened through universal adoption of the Model Additional Protocol. Other measures include providing incentives for States to voluntarily forego the development of domestic uranium enrichment and plutonium separation capacities, while guaranteeing their supply of the fuel necessary to develop peaceful uses.

"One option is an arrangement in which the IAEA would act as guarantor for the supply of fissile material to civilian nuclear users at market rates," the report says.

It also stressed that measures to mitigate dangers of nuclear proliferation must also take into account the important environmental, energy, economic and research applications of nuclear technology. See Story Resources for the full report.
