NRV is an open and permanently extended global system of management and graphical representation of nuclear data and video-graphic computer simulation of low energy nuclear dynamics. It consists of complete and renewed nuclear databases and well known theoretical models of low energy nuclear dynamics altogether forming the low energy nuclear knowledge base. NRV solves two main problems. (1) Fast and visualized obtaining and processing experimental data on nuclear structure and nuclear reactions, a possibility for processing and systematization of these data, their comparison and plotting the studied regularities. (2) Analysis of experimental data and modeling the processes of nuclear dynamics within the modern foolproof codes based on the well-established physical approaches just in a window of the Web-browser. The system is based on realization of the following principles. Web and code compatibility with the main existing nuclear databases. Maximal simplicity in handling (extended menu, friendly graphical interface, hypertext description of the models, and so on). Maximal visualization of input data, dynamics of studied processes and final results by means of plots, tables and formulas, and animation. A set of coupled with each other algorithms of nuclear dynamics, experimental databases on nuclear structure and nuclear reactions, and a system of special web utilities for analysis, management, representation and handling of user’s queries and results of calculations form altogether what is usually called "knowledge base".
