It is reported that the USSR programs on development of HTGR fuel elements include: checking of manufacturing technology, development of methods and means for quality control, investigation of fuel element in-reactor operability, complex of investigations of mechanical properties, etc. Two alternative technologies of fuel element manufacturing are outlined
