In the past, much of the focus of formal nuclear power plant (NPP) training and development programmes was on the technical skills of NPP personnel, particularly those of control room operators. The environment in which NPPs operate is continually changing; placing new demands on NPP personnel to work more efficiently and effectively while continuing to maintain the high levels of safety required of NPPs. In this report, an integrated approach that considers training along with other ways to achieve desired levels of human performance is suggested.

Contractor personnel provide essential services to nuclear power plants (NPPs), particularly during plant outages or for projects involving major upgrades to plants. In providing these services contractor personnel encounter similar problems to those that challenge NPP personnel. Accordingly, contractor personnel must be similarly competent and effectively interface with NPP personnel when performing their assigned duties. It is in this context that this publication offers a framework for assuring the competence of contractor personnel.

In situ leach (ISL) technology is an innovative and recently utilised mining alternative. It is recognized as having economic and environmental advantages when properly employed by knowledgeable specialists to extract uranium from suitable sandstone type deposits. This report brings together information from several technical disciplines that are an essential part of ISL technology. It provides insights into many of the considerations related to the technical feasibility of planning, operating and closing ISL uranium mining projects. Much of the material may also be of value for planning or operating alkaline ISL projects.

While there is uncertainty about the long term utilization of nuclear power, it is expected that its use may continue for many years given its environmental advantages and ability to contribute to the reduction of greenhouse gases and other undesirable substances. Continuing fluctuations of the uranium spot price have not provided the incentive for expansion of world uranium production. However, with excess inventories expected to be used up over the next few years, expansion of several existing, as well as opening of new production centres, is being planned. This publication provides information on most of the major production facilities that are expected to meet uranium requirements over the next ten years and beyond. The review of the economics of some of the known resources, particularly in the Russian Federation and Central Asia, is of special interest.

This report provides guidance on the planning for decommissioning and on the provision of relevant features at the design and construction stages of nuclear power plants. Most of the information presented is equally applicable, however, to planning and implementing the decommissioning of research reactors and prototype reactors. The report will be useful in the context of backfitting and refurbishment of existing facilities. Contents: 1. Introduction; 2. Policy and strategy considerations; 3. Radiological protection and optimization considerations; 4. Planning for decommissioning; 5. Documentation and records; 6. Basic design aspects; 7. Design features to facilitate decommissioning; 8. Conclusions; Annex I: National experience; Annex II: Problems encountered during decommissioning; Annex III: Case study on the evaluation of decommissioning facilitating features; Glossary.

This Safety Fundamentals publication provides a coherent set of objectives and principles for protection against ionizing radiation and for ensuring safety in the use of radiation sources. The protection objective and the safety objective, together with the eleven principles that have to be applied to achieve them, represent an international consensus. They provide the basis for the requirements in IAEA Safety Standards for the control of occupational, public and medical exposures and for the safety of sources. The Safety Fundamentals also provide an insight into the general system of protection and safety for those at senior levels in government and regulatory bodies and those responsible for making decisions relating to the uses of radiation in medicine, industry, agriculture, research and other areas. Contents: 1. Introduction; 2. Biological effects of irradiation; 3. Objectives of protection and safety; 4. Principles for practices; 5. Principles for intervention; 6. Implementation principles; 7. Infrastructure for protection and safety; Definitions.Chinese, French, Russian and Spanish editions in preparation.

This report provides practical guidance on the methods available for verification of the software and validation of computer based systems in nuclear power plants, and on how and when these methods can be effectively applied. It will be of particular interest to all those involved in the development, implementation, maintenance and use of software and computer based instrumentation and control systems in nuclear power plants. Contents: 1. Introduction; 2. Safety classification and types of software; 3. Software related activities and documents; 4. Verification by phase; 5. Validation; 6. Licensing; 7. Conclusions; Appendix I: Techniques for verification and validation; Appendix II: Single failure criterion; Appendix III: Experience.

This guidebook gives a complete survey of destructive techniques available to perform microstructural examinations, elemental and isotopic analyses and measurement of physical, chemical and mechanical properties of irradiated fuel and structural materials, and describes asociated refabrication and instrumentation techniques. Non-destructive examination (NDE) data are verified by destructive examination (DE) data. The data were submitted to the IAEA by hot laboratories from 12 countries and one international organization (CEC/ITU) during the period 1992-1995. Together with IAEA Technical Reports Series No.322 (1991), Guidebook on non-destructive examination of water reactor fuel, it presents the most comprehensive summary of post-irradiation examination techniques to date. Contents: 1. Introduction; 2. Microstructural studies; 3. Elemental analysis; 4. Isotopic analysis; 5. Measurement of physical properties; 6. Measurement of mechanical properties; 7. Refabrication and instrumentation; 8. Verification of non-destructive techniques by destructive methods; 9. Conclusions.

This is the first IAEA publication dealing specifically with the decommissioning of non-reactor nuclear facilities. It applies particularly to the nuclear fuel cycle, including uranium conversion, enrichment and fuel fabrication facilities, reprocessing plants, and waste/spent fuel storage and treatment facilities, but also includes analytical and research laboratories. It highlights distinctive factors in the decommissioning of non-reactor nuclear facilities as compared to those for reactors and offers results from past, ongoing and planned decommissioning activities. Contents: 1. Introduction; 2. Overview of non-reactor nuclear facilities; 3. Basic safety and radiological protection; 4. Decommissioning strategy and planning; 5. Decommissioning techniques and equipment; 6. Design and operational features to simplify decommissioning; 7. Decommissioning experience; 8. Conclusions; Appendix I: Shut down non-reactor nuclear facilities; Appendix II: Detailed data from various non-reactor nuclear facilities decommissioning projects; Annex: Problems encountered and lessons learned from decommissioning of selected non-reactor nuclear facilities; References; Bibliography; Glossary.
