The LNCSR is the public institution assigned with the initiation, guidance, support, and conduct of scientific research programs and activities in the country. It is the central body for coordination, planning, policy-making and policy-execution in all matters of science and scientific research in Lebanon. Its jurisdictions cover the following exact and natural sciences, in their fundamental as well as applied aspects: agricultural sciences, marine sciences, biomedical sciences and public health, engineering sciences and technology, sciences of the environment, chemistry, physics, and mathematics.

In accordance with its organic law, the LNCSR is a public autonomous institution under the tutelage authority of the Office of the Prime Minister. It is vested with two categories of functions: advisory and executive. Structurally, it consists of two organs: the Governing Board and the General Secretariat.
