The role of equipment in safeguards
Equipment has played an important role from the inception of safeguards in giving inspectors the tools with which to perform inspection activities. As safeguards activities evolved in response to new facility types and greater quantities of material the role of equipment became more critical in terms of function and reliability, and more important in terms of efficient use of inspector time. With the growth of the new safeguards requirements associated with complementary access and integrated safeguards, the role of equipment moved into new areas requiring the development of new approaches and the application of new technologies. The recent highlighting of counterterrorism requirements is making further demands on safeguards equipment. The IAEA Division of Technical Support is collaborating with both internal and external parties to focus on these new requirements and to provide equipment to assist inspectors to meet these safeguards challenges.
