On the first day of the conference, Russian Minister of Atomic Energy Alexander Rumyantsev, IAEA Director General Mohamed ElBaradei and US Secretary of Energy Spencer Abraham addressed the international press corps and answered questions on key points.

Secretary Spencer Abraham: "At issue: these materials exist everywhere. Accounting of these materials must be done at the same level as inventory for weapon-grade material."

IAEA Director General Mohamed Elbaradei. "This is a new threat that we have come to look at after 9-11. In the past we focused primarily on diversion of nuclear material by a State to make nuclear weapons."

Minister Alexander Rumyantsev. "Radioactive isotopes are of much use in medicine to treat malignant tumours. If radioactive sources are handled properly, the risk of undue use of these materials will be reduced to a minimum."
