Training Courses

Managing the Financial Risks Associated with Nuclear Newbuild

Training will be structured around topics including: identifying and quantifying risk; developing a pro forma project model; risk allocation and cost of capital; sources of finance; financing strategies and experience. Training can be offered on either a national or regional basis, and would be provided by experts from both the IAEA and financial sector.

Alternative ownership & contracting models

Training will be structured around topics including: alternative ownership models (traditional versus Build-Own-Operate (BOO)); structural issues in designing the contracting process; developing a Project Agreement; alternative contracting approaches (e.g. bid invitation, bilateral engagement, Inter-Governmental Agreement). Training can be offered on either a national or regional basis, and would be provided by experts from both the IAEA and financial sector.

Workshops/Expert Missions

Financial risk management for new nuclear power projects

Workshops/EMs would address topics similar to those addressed by Training Courses in this area, but would be customized to suit particular Member State requirements. Financing the “back end” costs associated with decommissioning & waste disposal

Workshops/EMs would address topics such as considerations for developing back-end funding mechanisms (including ethical and risk considerations), and approaches to updating information and revising contribution schedules. Workshops would be led by experts from both the IAEA and Member State organizations with experience of developing such mechanisms.

Review Missions

Review of financing plans

Review missions can take place in order to provide Member States with expert feedback on financial aspects of their pre-feasibility and feasibility studies, financing strategies and documents to be shared with potential investors. Please note that the IAEA does not provide financial advice or negotiation support, but can assist Member States in understanding financial issues and risks, and approaches which have been taken in the management of such risks.
