SUMMARY REPORT.
The "Bonn Agreement" negotiated
at CoP-6bis, and confirmed
at CoP-7, represented important progress towards attaching a tangible economic
value
to nuclear power's avoidance of greenhouse gas emissions.
The IAEA Secretariat regrets the exclusion of nuclear power from Joint
Implementation and the Clean
Development Mechanism, but the political bargain struck in Bonn was, at the time, a net step forward.
