Prepare guidelines to reinforce the development of attitudes and professionalism of NPP personnel and hold a technical meeting in 2007

This activity will provide information and materials that NPP operating organizations can use to improve the attitudes and professionalism of their personnel. It is intended that this activity focus in particular on executive and BOD level personnel

Consultancy meeting 8-10 March 2006, TECHNICAL MEETING in 2007 are planned.

Prepare a TECDOC on increasing the effectiveness of NPP personnel training and hold a technical meeting in 2007

Continued improvement of training effectiveness for the appropriate contribution to the nuclear power plant safety and efficiency requires a set of measures and tools. These include, in particular, the tools to assess training programmes and to evaluate the training effectiveness, and methods and tools for more effective training. Another topic to be addressed to, according to the Member States’ request, is a dissemination of information on good practices and lesson learned regarding the role of training in enhancement of plant safety and promulgation of safety culture.

This activity will provide information and materials that NPP operating organizations can use to more objectively evaluate and to improve effectiveness of personnel training. Information is intended for the NPP operating organization managers and training staff.

Consultancy meeting 8-12 May 2006 and Technical meeting in 2007 are planned.

Disseminate good practices on training and performance of NPP maintenance personnel and contractors and hold a technical meeting in 2007

Adequate competence and quality performance of NPP maintenance and contractor personnel are the sources of improving performance of many NPPs, of enhancing their safety and increasing efficiency.

This activity will provide information and material that NPP operating organizations can use to improve evaluation of maintenance personnel training; systematic identification of real training needs; development of effective methods for maintenance personnel training; Maintenance Training Centres; in-plant OJT and off-plant training; training of permanent and occasional maintenance instructors; assurance of contractors’ competence.

A technical meeting in 2007 is planned.

Develop a structure of the documents and databases related to NPP personnel training and human performance improvement

To provide a framework for both the Member States and IAEA for the effective use of the IAEA publications and databases, for updating the Agency’s and Member States documentation and easy navigation in the subject matter area.

Assist in establishing effective knowledge management systems for NPP operating organizations

Develop guidelines on quality management of NPP personnel training and hold technical meetings in 2006 and 2007

NPPs are broadly implementing the integrated Management Systems, and are applying Quality Management principles. Personnel training is one of the key processes at the NNPs, therefore shall be subject to the same management principles. Continued improvement of training requires implementation of a systematic approach to training promulgated by the IAEA. SAT serves as a tool for managing quality of training. The guidelines on SAT have been published by the IAEA almost one decade ago.

This activity will provide information and material that NPP operating organizations can use to improve quality of personnel training, and to more effectively integrate personnel training and qualification processes into the entire management system.

Technical meetings 19-22 June 2006 are planned.

Consult with Member States on national NPP personnel training and qualification programmes and hold a regular meeting of the Technical Working Group on Training and Qualification of NPP Personnel (TWG-T&Q) in 2006

The TWG-T&Q was established in 1996. Since then Members of the TWG-T&Q have met once every two years to exchange information regarding the training and qualification of NPP personnel and to advise the Agency regarding its programmes in this area.

To serve as a means for exchange of information among professionals responsible for the training and qualification of NPP personnel and to advise the Agency regarding its activities in this area

A technical meeting 4-6 April 2006 is planned.
