Training Workshop on Specific Considerations and Milestones for a Research Reactor Project

In recent years, the interest of International Atomic Energy Agency (IAEA) Member States in developing research reactor programmes has grown significantly, and currently several Member States are in different stages of new research reactor projects. The majority of these countries are building their first research reactor as a key national installation for the development of their nuclear science and technology programmes.
To support Member States in such efforts, the IAEA, in 2012, published Specific Considerations and Milestones for a Research Reactor Project (IAEA Nuclear Energy Series No. NP-T-5.1), also known as the ‘Milestones’ publication for research reactors, which provides guidance on the timely preparation of a research reactor project through systematic development phases. This publication includes a detailed description of the range of infrastructure issues that need to be addressed and the expected level of achievement (or milestones) at the end of different phases of the project.
The publication provides a discussion of the mechanisms for justification of a research reactor, and for building stakeholder support. It covers the requirements for both the technical and safety infrastructure, as well as the development of qualified human resources needed for a research reactor. It also addresses the evolution of infrastructure needs from the time a Member State first considers a research reactor and its associated facilities, through the stages of planning, bid preparation, site selection, design, construction, commissioning and preparation for operation. The subsequent stages of operation, decommissioning, spent fuel and waste management issues are addressed in the publication to the degree necessary for appropriate planning prior to research reactor commissioning.
The workshop is intended to provide the participating Member States with practical information and knowledge relating to the application of Specific Considerations and Milestones for a Research Reactor Project (IAEA Nuclear Energy Series No. NP-T-5.1), relevant IAEA safety standards and other related IAEA publications and documents referenced in the aforementioned publication. The workshop aims also to provide a forum at which participants can share and discuss experiences, challenges and lessons learned in the development and implementation of new research projects.
