The Safeguards Analytical Laboratory (SAL) workshop "IAEA Analytical Capabilities for Safeguards Requirements - The Safeguards Analytical Laboratory until 2010 and Beyond"
The Safeguards Analytical Laboratory (SAL) workshop "IAEA Analytical Capabilities for Safeguards Requirements - The Safeguards Analytical Laboratory until 2010 and Beyond" was held on 27 - 30 November 2006 at Seibersdorf. The workshop was opened by Deputy Directors General Heinonen (Safeguards) and Burkart (Nuclear Sciences and Applications) together with Ms. Gabi Voigt, Director of the Seibersdorf Laboratories.
The workshop agreed that SAL currently meets the requirements of the Department of Safeguards, but in view of the ageing infrastructure of the laboratory the workshop recommended that a feasibility study should be conducted on the sustainability of future operations and to determine the requirements and cost options for renovating, rebuilding, or relocating the nuclear material laboratory. It recommended that the feasibility study should take into account optimization of the Network of Analytical Laboratories (NWAL), legal issues, staffing, continuity of expertise, and optimization of space in the existing SAL.
The study should also include a plan of action. As part of the study the Agency should invite Member States to express their capabilities and commitment to provide analytical services to the IAEA. There was a reasonable consensus that the Agency should continue to use the model of an IAEA-based SAL with NWAL support, as this model was felt to provide the most effective support to the Department of Safeguards.
