The following definitions apply for the purpose of this publication.
Any legal person who applies to the competent authority for authorization to undertake activities involving nuclear materials or other radioactive sources which (for the purposes of this publication) requires the physical protection of a facility or activity in accordance with recommendations in INFCIRC/225.
An authority or authorities designated or otherwise recognized by a government for the purpose of overseeing the activities of any applicant/licensee related to the physical protection of nuclear materials or other radioactive sources.
An authorization granted by the competent authority on the basis of, inter alia, an assessment of the physical protection system for a facility or activities and accompanied by specific requirements and conditions to be complied with by the licensee.
The holder of a current licence granted for operation of a nuclear facility or activities involving nuclear material or other radioactive sources who has recognized rights and duties for the practices authorized.
Any deliberate act directed against a plant, facility, nuclear material transport vehicle or nuclear material which could directly or indirectly endanger the public health and safety by exposure to radiation.
