Attended the IAEA Workshop on Y2K Contingency Planning, November 1999
  • Southern California Edison (SCE) spoke about both nuclear and transmission/distribution matters (T&D). They used the NEI/NUSMG guidance documents as well as the NRC documents. They used risk analysis as a way of determining and prioritising their efforts and also to avoid funding some activities. This was done in lieu of scenario analysis as done by many others.
  • SCE established a command and control structure to manage their comprehensive programme as well as an active media relations policy.
  • The objectives of their programme are to minimise the potential of Y2K problems to compromise their operations, maximise their ability to respond to problems and maximise employee safety.
  • SCE only uses company owned and ready communications systems.
  • An advantage of the programme is that it has caused them to examine carefully many battery operated systems that had problems undetected by other means.
  • The only external event of concern is low load. They intend to operate the grid in normal mode. A no maintenance period has been declared around rollover dates.
  • SCE intends to use hydro facilities to load follow and are rehearsing black restart procedures.
  • Modern capacitor banks used to maintain voltage and which are digitally controlled will be made inoperable on rollover dates as they have some date problems.
