| CZECH REPUBLIC- Czech authority reports contingency plans in place
- IAEA guidance instrumental in assessing and remediating Y2K problems at Dukovany NPP
-
Most Y2K problems being remediated are in systems with no direct reactor safety
function; multiple backup systems designed to ensure plant safety
-
NPPs designed with sufficient independent on site power for use in safe shutdown if needed
- Diesel generators functional and regularly tested to ensure operations for 8-9 days

IAEA Workshop on the Year 2000 (Y2K) Problem,
November 1999
- The Dukovany programme started in 1997. Inventory was finished
in February 1998. Recently, this programme was successfully reviewed by
the regulator.
- Dukovany started contingency plan activities in April
1999 and finished in September 1999: 5 items in 31 auxiliary control (non-safety)
systems, 6 items that could limit production, 18 items that could cause
operator challenges and 9 related to assisting operations were involved.
- Internal risks identified are the loss of Complex Uran (plant
process computer), Hindukush (incore monitoring), radiation monitors, security/access
control, fire protection, and I&C protection systems.
- External risks include grid distribution, loss of off-site
power, depletion of consumables, loss of communications and losing communications
with the dispatch centre.
- The plan is to "isolate" unit 1, which can be used to supply
emergency power to the other 3 units. Units 2-4 will operate at 95% to
provide some reserve.
- The integrated contingency plan identifies staffing levels
and requirements for training procedures
