Nuclear Energy System Assessment (NESA)

NESA is an IAEA INPRO tool to assess the sustainability of a given nuclear energy system using the INPRO methodology encompassing the areas of economics, infrastructure, waste management, proliferation resistance, physical protection, environment, and safety. The holistic nature of a NESA covers all reactor types and fuel cycle facilities, from cradle to grave.

Who are users of a NESA?

  • Newcomers, to increase awareness of long-term nuclear sustainability issues
  • Experienced users,to assist with strategic planning and decision making concerning the development or expansion of a nuclear energy system
  • Developers / designers,to identify possible gaps in R&D

What are types of NESA to perform?

  • NESA as a learning tool to increase awareness of long-term nuclear sustainability issues
  • Limited scope NESA for selected areas and/or selected components of nuclear energy system
  • Full scope NESA for all areas and a complete nuclear energy system

Conducting a NESA

Experience with NESA

  • Six national NESAs by technology holders: Argentina, Brazil, India, Republic of Korea, and technology users: Armenia, Ukraine, as documented in IAEA-TECDOC-1636 (2009)
  • One multinational NESA – a joint study by Canada, China, France, India, Japan, Republic of Korea, Russian Federation and Ukraine on sodium-cooled fast reactor with closed nuclear fuel cycle, as documented in IAEA-TECDOC-1639 (2010)
  • Belarus NESA A full scope NESA covering nuclear reactor and SNF/waste management facility. Completed in 2011, and documented as IAEA-TECDOC-1716 in 2013. ...More
