At the Third NPT Review Conference, Parties adopt a final declaration urging expansion of nuclear-weapon-free-zones and progress on nuclear disarmament.  In November, the first summit meeting takes place between newly elected leader of the Soviet Union, Mikhail Gorbachev, and US President Ronald Reagan.  Among outcomes is an initiative on international cooperation to design a nuclear fusion machine, called ITER, involving the U.S., the European Union, Japan and the USSR under IAEA auspices.
