The Zangger Committee is formed, composed of NPT States engaged in major exports of nuclear plant equipment or materials, to interpret NPT provisions related to exports of nuclear material. A trigger list covers items whose export would require IAEA safeguards. The IAEA Safeguards Committee completes its work, which includes a model comprehensive safeguards agreement for non-nuclear-weapon States party to the NPT. Finland becomes the first country to sign an NPT safeguards agreement with the IAEA. In Geneva, the UN convenes the Fourth International Conference on the Peaceful Uses of Nuclear Energy.
