The IAEA sets up a Safeguards Committee chaired by Austria’s Kurt Waldheim to advise the Agency on its safeguards responsibilities under the NPT, which enters into force in March. In May, the IAEA begins operating the bibliographic reference database, the International Nuclear Information System (INIS), which covers the world's nuclear literature.
