US President Eisenhower proposes harnessing “atoms for peace” in a speech to the UN General Assembly in December. He calls for an “international atomic energy agency” to safeguard nuclear material and to “devise methods” whereby it would be allocated to serve the “peaceful pursuits of mankind”.
