States Back Measures for Strengthened Safety in Nuclear, Radiation Fields

General Conference Resolution Stresses Key IAEA Role for Global Cooperation

The IAEA's activities to keep strengthening nuclear and radiation safety were endorsed by the IAEA General Conference in a resolution adopted 19 September. The "cluster" resolution addresses general and specific aspects of nuclear and radiation safety. They include nuclear installations, transport of radioactive material, safety standards, radioactive waste management, radiation safety, decommissioning of nuclear activities, education and training, international response to nuclear and radiological emergencies, and the safety and security of radioactive sources.

Gaining significant attention was transport safety. The resolution requests the IAEA to develop an Action Plan, in consultation with Member States, on the safe transport of radioactive material. The Action Plan is to be based on the findings of the International Conference on the Safety of Transport of Radioactive Material held at the IAEA in July this year. In the resolution, States addressed a number of points, including the importance of having effective liability mechanisms in place during maritime transport of radioactive materials; communication among States in relation to safe maritime transport, with Agency involvement; and problems arising with with refusal of shipments.
