The speaker called on all parties to the Southeast Asian Nuclear Weapons-Free Zone Treaty to adhere to the Protocol of the Treaty. He reported that Vietnam was taking the necessary steps to conclude an Additional Protocol to the Safeguards Agreement with the Agency. The speaker then elaborated on recent developments in the peaceful use of nuclear energy in Vietnam. He mentioned that any technical support from the Agency as regards the country’s plan to set up a center for radiology and radiotherapy in Hanoi would be appreciated. He also expressed firm support for the Agency’s focus on isotope hydrology in groundwater management. On nuclear safety matters, support from the Government and the IAEA has met with encouraging results in terms of improvements in the country’s radiation protection infrastructure. As regards energy needs, studies undertaken by the authorities suggest that the country’s first nuclear power plant should be built in the period 2017–2020; in this regard, he mentioned that the authorities look to the Agency for assistance in informing the public of nuclear power development in the country, particularly the Clean Development Mechanism (CDM). He informed the meeting that in October, a national workshop would be held in Vietnam with the Agency on CDM. Finally, on Article VI of the Agency’s Statute, he was of the view that any conclusive resolution of the matter should take into account the interests of non-designated developing country members.
