The speaker referred to the First Review Meeting of the Contracting Parties to the Convention on Nuclear Safety, and expressed the hope that, for the Second Review Meeting, the number of participating States would increase. With regard to radwaste safety, the speaker pointed out that the basis for an international legally-binding regime had been established, and that related legal norms should enter into force as soon as possible. Slovenia ratified earlier this year the Joint Convention on the Safety of Spent Fuel Management and the Safety of Radioactive Management. On safeguards, the speaker said that this year Slovenia had adopted new import and export regulations including the trigger list; it has also applied for membership in the Zangger Committee. A dual use law is being considered by Parliament; once it is adopted, Slovenia will apply to the Nuclear Suppliers Group. The speaker also recognized the high priority attached to the development of integrated safeguards. Slovenia has signed the Additional Protocol to its Safeguards Agreement, and ratification thereof is planned for the end of this year. As regards the financing of IAEA verification activities, Slovenia has expressed support for mandatory funding. The speaker then emphasized the importance of the International Physical Protection Advisory Service Mission that has visited Slovenia. Slovenia is prepared to take an active role if and when there is a need to revise the Convention on the Physical Protection of Nuclear Material. The speaker also referred to two proposals, introduced by Slovenia as chair of the Board of Governors. These proposals involve possible changes to Article XIV of the IAEA Statute and Article VI, which takes into account a proposal previously submitted by Japan. The speaker concluded by commenting on the financial situation faced by the Agency, citing in particular the growing gap between responsibilities and resources.
