| The delegate referred to the safeguards strengthening system as the most important element of the non-proliferation regime, and noted with pleasure that his government had last week approved the texts of the new agreement for the applications of safeguards in connection the NPT and Additional Protocol, which he would sign during this GC. He emphasised the role of the IAEA in ensuring verification of arms control and reduction measures, and encouraged a more flexible and pragmatic approach. The Slovak Republic calls on all States to accede to the CTBT. The delegate expressed his support of the IAEA's verification activities in the DPRK, and urged the DPRK to co-operate with the IAEA in implementation of its safeguards obligations. The delegate expressed concern regarding the decision of Iraq to suspend co-operation with the UN Security Council. Safety of nuclear energy installations is a matter of great concern to the Slovak Republic, which is updating its nuclear energy strategy plan; nuclear is to remain an important source of energy, the most important precondition of which is its safe use. Here the delegate was pleased to note that Slovak reactor safety was already much improved, and that the Bohunice V-1 reactor safety had reached a very high level, as was confirmed at an IAEA conference on nuclear safety in Eastern Europe in June. The delegate thanked the IAEA for its assistance within the framework of its Extrabudgetary Programme (EBP), which had been a major contribution to safety improvement activities. An EBP report had noted that all IAEA recommendations at Bohunice NPP Units V-1 had been fulfilled, and the Slovak Republic plans to invite an IAEA mission to Bohunice V-1 plant early in 2000 to assess implementation. Y2K compliance was already assured, and all other relevant organizations have been encouraged to develop contingency plans. In closing, the delegate thanked the IAEA for its technical co-operation activities, particularly in the field of nuclear safety. He also noted the successful model project on upgrading tissue banking through radiation sterilization, and announced that Slovakia would fulfill its obligation toward technical cooperation. He confirmed the position of Slovakia on the amending of Article VI of the IAEA Statute, and expressed willingness to support a proposal acceptable to regional groups. | ||||
