Romania, Ambassador Liviu Bota

Romania’s government has supported nuclear energy’s peaceful decades for decades, he noted, and receives about a tenth of its electricity from nuclear energy. Safety has been emphasized from the outset and recently changes have been made related to nuclear oversight. A National Agency for Science, Technology and Innovation has been set up to promote nuclear energy applications and related research through the national Atomic Energy Agency. Two organizations hold safety responsibilities, and a number of other organizations carry out activities related to electricity production and the nuclear fuel cycle. The government strongly supports completion of the country’s second nuclear unit as part of its energy strategy. Over the past year, a national research development plan was set up for the mid- and long-term research of nuclear applications. He expressed his appreciation for Agency support, in cooperation with the United States, to Romania’s nuclear power development in such areas as training and the conversion of a research reactor to lower enriched uranium fuel. He reviewed Romania’s participation in the Agency’s technical cooperation programme, noting that the National Atomic Energy Agency supported two national seminars over the past year on public awareness and the peaceful use of nuclear energy. The country plans to set up a National Centre for Public Information in the nuclear field. In addressing safety matters, he said that all operating facilities in Romania have implemented a Y2K readiness programme and are applying requirements as set out by the US Nuclear Regulatory Commission. Addressing safeguards, he noted that Romania signed the Additional Protocol in June 1999 and expressed support for the Agency’s long-standing safeguards role.
