The speaker referred to the Call for Peace made by the League of Nations a century ago. He then described the historical backdrop for the international community’s present peace efforts. He mentioned that today, the states of Latin America and the Caribbean had become parties to the Treaty of Tlatelolco; of these, only Cuba had yet to ratify the treaty. The announcement that Cuba will conclude an Additional Protocol with the Agency was an important step forward. He then described recent developments in the global security arena, referring in particular to progress in expanding and strengthening the international legal framework for disarmament and non-proliferation. He also expressed the view that, given that States that were once on the road to nuclear weapons development had abandoned that path, others could and should follow suit. He concluded by emphasizing that the process of disarmament ought to be a qualitative process, not only quantitative; achieving the "zero option" would require more than numeric reductions.
