| She opened by stating that Norway attaches great importance to the Agency’s efforts to enhance nuclear non-proliferation by strengthening the comprehensive safeguards system. During this General Conference her country will sign an Additional Protocol to Norway’s comprehensive Safeguards Agreement, which will come into force early next year. She expressed concern over illicit trafficking and said that Norway is actively involved in various projects to strengthen systems for prevention and detection. To prevent terrorists from using nuclear or other radioactive material it is of utmost importance that the work on safeguards, physical protection, illicit trafficking and legal frameworks is given high priority. The framework agreement signed by Norway and Russia on cooperation in the field of nuclear safety in northwestern Russia serves as a legal framework for her country in assisting Russia in handling spent nuclear fuel and radioactive waste stored in hazardous ways, and in securing nuclear installations on the Kola Peninsula. Norway welcomes and is participating in the new initiatives being taken by the IAEA, in collaboration with the International Union of Radioecologists (IUR) to develop a system of protection from ionizing radiation. She closed by underlining the significance of the Technical Cooperation programme and urged Member States for their timely contribution to its fund. | ||||
