The speaker referred to the statement delivered by the European Union, which his delegation endorsed. He then recalled that one year ago, the Netherlands together with 12 other EU non-nuclear weapon states and EURATOM signed an Additional Protocol, for which ratification procedures were now well underway in his country; ratification is expected to be completed by the 2000 NPT Review Conference. He then expressed support for integrated safeguards. The speaker then added that verification of surplus weapons-grade material from dismantled weapons in the Russian Federation and the United States deserves attention, and should be considered a priority; he called on all States to discuss the issue of scope of and funding for such verification. As regards safety, the speaker recalled the recommendation made at the Review meeting on the Convention on Nuclear Safety that the Netherlands should maintain enough technically qualified personnel to sustain the present high level of safety; he emphasized that the authorities of the Netherlands endorsed this recommendation.
