She opened by congratulating the president and noted that her country retains a sense of optimism about the continuing determination of the international community to take steps in enhancing security for all peoples everywhere as we enter a new millennium. Unfortunately we have to temper this with sobering realism she said. Referring to the Tokyo Forum for Nuclear Non-Proliferation and Disarmament — which concluded that unless concerted action is taken soon, non-proliferation and disarmament treaties could become hollow instruments — as disturbing but not unrealistic view. She noted that nuclear weapon capable states remain outside the scope of the NPT, negotiations are not in earnest on a fissile materials treaty, the Conference on Disarmament has yet to establish a subsidiary body to address nuclear disarmament and the CTBT has yet to enter into force. She urged the States whose adherence is required for the treaty to enter into force to sign without further delay. The IAEA is one of the pillars of the international security architecture and New Zealand attaches the importance to its vital contribution to nuclear non-proliferation, she said. She noted the continuing failure by the DPRK to live up to its international commitments, welcomed the decision to hold the seminar on IAEA Safeguards for the 21st Century in the Republic of Korea and greeted the engagement by the Agency, the United States and the Russian Federation on verification arrangements for fissile material no longer required for military purposes. She pleaded for more financial contribution to the IAEA especially in the safeguards area that benefits all States. On Article VI, which she said has occupied a disproportionate amount of time and resources over many years, New Zealand hopes that sufficient flexibility and mutual understanding will be shown for resolving the issue. She commended the Director General for his efforts to increase the number of women in higher policy positions.
