He opened by commending the Trilateral Initiative between the IAEA, USA and the Russian Federation concerning the verification of weapon-origin fissile material. He stated that nuclear weapon States bear a special responsibility in financing the nuclear arms control verification activities of the IAEA. States which have never contributed to the development or deployment of such weapons should not be burdened with the financial responsibility to pay for the dismantling of such weapons. Malaysia supports the NPT and the Comprehensive Nuclear Test-Ban Treaty (CTBT) as critical elements in the evolving global nuclear non-proliferation and disarmament regime. While the implementation of NPT safeguards is an important element in the work of the Agency, equal consideration and weight must also be given to the other statutory roles of the IAEA. He said that the Technical Co-operation programme is encouraging Member States to be more transparent in their national nuclear programmes, which will help deter the misuse of nuclear technology and the diversion of nuclear materials for non-peaceful purposes. He expressed concern at the decline in the potential resources of the Technical Cooperation Fund and assured that Malaysia will continue to honour its financial commitments to the Agency. Despite budgetary constraints, the Agency's technical co-operation programme delivery is commendable. The speaker supported an expansion of the Agency's Board of Governors, provided the expansion improves the representation of the developing Member States and the distribution of the additional seats is acceptable to all Area Groups. Member States having active nuclear power programmes and capabilities may have more legitimate claims to be Board Members, but the Chernobyl accident, for one, demonstrated that the effect of a nuclear accident is transboundary in nature. Transit Member States should also have a voice concerning the shipment of nuclear materials.
